Project Description


ACT for SOCIETY Center, conjointly with Open Mind Spectrum Albania (OMSA), MasterPeace and Stichting art.1, announce the open call for Local Staff for - monitoring field visits in Tirana, as part of the Artivist Stafetë project, funded by the European Union IPA/2020/421-822.

The project is a creative and innovative alliance that empowers Albanian civil society organisations and young people in their path to change and create social awareness on human rights, diversity and gender equality through the arts. Artivist Stafëte aims to make a significant contribution to the understanding of youth of human rights and democratic EU principles, within Albania’s EU membership accession.

ACT for SOCIETY Center is an Albanian non-governmental organization established in 2012. The mission is to enhance healthylifestyles and stimulate the sustainable development of society. Its work consistsof promoting culture,advocating for democracy and human rights issues, connecting youth, stimulating active participation in social life as well as in decision-making processes.


Open Mind Spectrum Albania (OMSA) is an Albanian non-governmental organization established in 2013 with the main focus of its work being community work and advocacy for the LGBTIQ+ communities of Albania. It aspires to co-create an inclusive society for all Albanians, regardless of their sexual orientation, gender identity, ethnicity, age, social statusand health status.


With an established presencein over 40 countries around the world, Dutch organization MasterPeace workswith three core activities, all of which aim towards a sustainable future with less conflict: 1) Mobilize, inspire and connect young local talents via music, art and play; 2) Organize dialogue and bring all local stakeholders together; 3) Create perspective through leadership trainings, capacity-building programs and starting up social enterprises.


Based in Amsterdam, Stichting art. 1 is dedicated to the visibilization and inclusion of minorities through the arts. By providing trainings in non-formal methodologies, the organisation seeks to provide tools and channels for sidelined voices to join mainstream narratives and democratic participation.


Job Description


Local project staff for – Financier Officer


Part time job


Contract Duration 9 months


Job Description: The Finance and Administration Officer reports to the Lead and Partners Projects, with a dotted line to the Project Senior and Project Manager of the “Artivist Stafete” Project. Her/his principal focus is on the assurance of the financial and administrative integrity and optimal financial functioning of the Project, and its full compliance with all “Artivist Stafete” and donor/partners regulations and guidelines. The Project Finance Officer is responsible for all financial transactions in Albania, budgeting and for tracking the expenses for the “Artivist Stafete” in accordance with EU financial policies and donor/partner´s reporting requirements and specific rules and procedures. He/she will be in charge of overseeing the overall financial and administrative management of the project. He/she will be expected to manage accounting, prepare and submit periodic financial reports, manage donor audits and prepare audit follow-up actions. All duties performed by the Finance and Administration Officer will be in line with RYCO rules and procedures, as well as donor/partners requirements.

Main responsibilities:

Finance: ⮚ Keep financial records and perform financial procedures (e.g, receipts, payments requests,petty cash) related to the project; ⮚ Ensure expenses are authorized and processed in accordance with agreed procedures for both “Artivist Stafete” and donors; ⮚ Monitor project expenditures and provide quarterly and accurate budget implementation reports for internal management according to the work plans; ⮚ Maintain the accounting reporting process, ensuring the accuracy and completeness of ledgers and all supporting documentation ensuring they are complete, well archived and safeguarded and compliance with finance and procurement regulations; ⮚ Train Local Structures according to “Artivist Stafete” and/or donor financial guidelines and reporting requirements; ⮚ Review of the financial reports of Local Structures;

⮚ Ensure agreed reporting dates are maintained according to “Artivist Stafete” and donor/partners requirements; ⮚ Prepare timely and accurate financial reports based on donor and projects requirements; ⮚ Prepares analysis of financial information, availability of funds, readjustment of funds, monitoring of delivery of funds; ⮚ Prepare payroll of project staff; ⮚ Provide support and work closely with the Finance Manager for all financial aspects;

  • Communication and coordination if and when needed with the other OMSA staff, ACT for SOCIETY center and Master Peace.


Administration: ⮚ Maintain office filing system for both finance and administration of the project; ⮚ Maintains the inventory of project assets/equipment and project correspondence and files; ⮚ Support with logistics and other arrangements for events and project activities. ⮚ Work in close collaboration with Procurement Officer for procurement activities of the project ⮚ Other administration duties as required by Director of Operations

Requirements: ⮚ University degree in Finance, Accounting, Economics, or other related field; ⮚ At least four (4) years of experience in accounting, auditing, budgeting, financial planning and analysis or other financial activities; ⮚ Previous experience in financial management of the regional programs will be an asset; ⮚ Experience with donor funded projects; ⮚ Experience with accounting software packages; ⮚ Ability to set priorities and manage multiple task functions simultaneously; ⮚ Excellent organizational and multitasking skills; ⮚ Strong attention to detail and accuracy; ⮚ Time management skills and ability to prioritize work; ⮚ Strong communications and interpersonal skills; ⮚ Proficient command of English; ⮚ Car driving license
